And some councillors say they are still opposed to the Molong Road site being used for a solar farm.

Council opposed the development late last year but due to the monetary value of the $8.9 million project it was decided by the Western Regional Planning Panel which allowed the development.
The proponents have since sought two changes covering landscaping and requesting an extended time for equipment removal when the project eventually finishes.
However councillors rejected the request with some saying it should send a protest that it was still opposed to the project.
They are also concerned the WRPP ignored council's opposition.
Cr Stephen Nugent, who was one of only two councillors to support the project last year, defended his actions in later speaking to the WRPP backing the proposal.
He told last week's council meeting he registered to speak to the WRPP as a councillor.
"I indicated quite clearly the majority of councillors had voted and made a submission against the solar farm but I wanted to make it clear it was not a unanimous decision of council and that I supported the solar farm for a number of reasons," he said.
"It will create jobs, it will bring economic stimulus to the city. I made those points and I was entitled to do so."
Cr Nugent said the modifications requested were minor and should be passed.
Mayor Cr Reg Kidd said reasons to oppose the changes included council having a lack of confidence in the solar farm proposal.
"We're still terribly against the positioning of such a utility on a road that has just had a fatality accident right near it. And that could only exacerbate the problem out there," he said.
"We still haven't got any feedback with what is going to happen with the infrastructure, the panelling and so forth with expectations it would be taken into our resource recovery centre.
"Also a concern about the actual landscaping to rehabilitate the site."
Cr Kidd said the planning process had been "an absolute shemozzle."
Cr Kevin Duffy said he did not believe the project would create jobs or cut electricity bills in Orange.
