Ms Spalding was to have led the ORRA ticket at the December 4 poll.
However, she said there were a "few problems" and she had decided to resign.
"I just decided that I was probably being too ambitious with trying to pull together a lot of people with different views," she said.
"There were a few problems with what we ended up at.
"I decided that wasn't really the way to go."
Ms Spalding she believed she had a sufficient public profile to be able to stand alone.
However, she said she could form a ticket "if I find other people interested."
Ms Spalding also outlined her reasons in a letter to 'members and friends.'
"I regret to inform you that I have decided to resign as president, acting secretary and party agent of Orange Residents and Ratepayers Association," she said.
"As you know, ORRA has had its problems in the past and prides itself on being a broad church of opinions. I had hoped that we could move forward together, but clearly that was too ambitious of me.
"As you can see I have been trying to hold several positions for the organisation and no longer wish to do so, particularly since the organisation's finances seem somewhat opaque."
ORRA is yet to announce how its ticket will be re-shuffled for its election bid.
The number two on the ticket is Frances Kinghorne with Daniel McGregor at number three.
ORRA has six people remaining on its ticket.
