Speaking to the media on Wednesday, Western NSW Local Health District boss Scott McLachlan said the person who visited the Byng Street Café Sunday, August 8, from 12.50pm until 1.10pm and at the Village Bakehouse on August 8 from 10.50am to 12.10pm was from Dubbo.
"We know that the person has subsequently been confirmed with COVID-19 that visited Orange and Bathurst was from Dubbo," Mr McLachlan said.
"It was a contractor that worked in a number of locations and visited some locations.
"They are all readily available on the NSW Health website. If you have been in those locations at those times, please come forward and get tested."
The health boss had previously said that the origins of the person didn't "really matter".
He also revealed that a decision on whether the state-wide seven-day lockdown would be extended within the coming days.
"I know there is a lot of consideration around the impact the lockdown is having on a lot of communities, both rural and metropolitan," he said.
"We know it's tough and there is consideration at the moment of whether we're in place to cease the lockdown or have to continue it. I'd expect that decision to be made in the next 24-48 hours."
On Wednesday, it was also announced that fragments of COVID had been detected in the Orange and Bathurst sewage plants.
Mr McLachlan said the Orange sample was taken on Monday, August 16.
"I think we need to assume there is COVID in every one of our communities. This is a guarantee that someone has had COVID in the town. It's a guarantee that they've potentially been infectious and spreading it to someone in the community, even if they're not there now," he said.
"There has been sewage detections and we know there has been locations of concern where someone with COVID has been in the community. Please everyone, stay at guard.
"I know there are considerations of the lockdown and whether they need to be extended, given everything we're seeing in our region at the moment is sprawling COVID numbers across a lot of communities. Don't hesitate for a second to come and get tested."
