Jeremy Norris is the owner of the Byng Street Café, which was visited by a COVID-positive person on Sunday, August 8, from 12.50pm until 1.10pm.

He is frustrated not only by the time taken to identify the café, but also by the lack of communication shown by NSW Health and the government.

"I found out at 10pm Sunday and there was no one to call. I still haven't spoken to anyone there," he said 12 hours after the social media announcement.

"One of my staff rang me because they saw it on Facebook. We didn't get contacted by anyone about it.

"I'll have to ring the hotline which wasn't answering to find out what's happening so that I've got some information to work from.

"The café is constantly cleaned anyway and we're doing a deep clean on Monday."

A second Orange venue was also identified late Sunday night. This was the Village Bakehouse on Peisley Street.

Its contact also came on August 8 from 10.50am to 12.10pm.

Mr Norris added that the whole situation "wasn't ideal, obviously."

"I've been dreading the moment because I've been half expecting it because if you look at the list of venues there's quite a lot in NSW," he said.

"It's very frustrating. We've got a lot of staff to look after and we've got four out of our seven venues closed at the moment, so times are pretty tough.

"We don't qualify for anything from the government. That's very frustrating.

"Reopening the takeaway window on Tuesday is the plan, and if we can't open the window here, we'll open the DPI for takeaway, get on social media and try and divert our customers there."

But despite these concerns, the details around the COVID-positive case are still largely unclear.

When asked about the situation, Western NSW LHD boss Scott McLachlan said: "I think we need to assume that COVID is circulating around Orange".

"We know that those locations of concern are a serious signal that someone has been in the community and in those locations infectious with COVID.

"We're not clear on if that was a traveller or who that is. Our contact tracing teams have obviously identified someone was in those facilities. There's certainly not an active case that's in Orange."

An additional venue of concern was also identified at the William Street Subway in Bathurst Bathurst. The time of concern was on Saturday, August 7 between 12.50pm and 1:30pm. Village Bakehouse could not be reached for comment.
