"They have an effective automatic locking mechanism, which means the new toilets will be only open from dawn til dusk," he added.
The NSW Government's Resources for Regions program which partially funded the new toilet blocks is designed to improve local amenities and infrastructure in mining communities across the state.
Orange was among 24 local government areas allocated a base amount of $1 million in the program's eighth round.
