Orange City Council was told on Tuesday night the wet surface of the grounds after extensive rains was holding the contractor up from making a start.

Earlier in the day it was announced the Heritage Council of NSW had approved the culling of the 250 trees on a former golf course next to Jack Brabham Park.

That has cleared the way for the work to begin.

However, major earthworks for the construction of the site will likely not start until late November.

Council also agreed to waive outstanding library fees to encourage people who had fines to return to using the Orange City Library.

However, people will be required to return or replace outstanding books before they can borrow again.

Council also noted a major report presented to them on creating a mountain bike hub on Mount Canobolas.

Councillors said the report finally gave a thorough report into sensitive areas and weed-infested areas of the mountain.

The report has proposed up to 104 kilometres of trails could be built on and around the mountain.

And council has approved a development application to convert the former Eighteen 70 restaurant site on March Street into two houses.
