The two community leaders spoke on Wednesday morning as a result of the snap seven-day lockdown that came into effect at midnight.

Mr Donato and Cr Kidd attended a Zoom meeting with the Minister for Health Brad Hazzard, chief medical officer Kerry Chant and deputy premier John Barilaro at 5.30pm on Tuesday to discuss the case and concerns in the community with the confirmed COVID case.

"The issue was that this particular gentleman, a male, who has tested positive had visited a number of locations before he tested positive and went into isolation," Mr Donato said.

"Those premises and locations in North Orange [as well as] Pizza Hut, a tobacconist, Officeworks, areas where no doubt large volumes of people would have visited and attended and the potential exposure contacts were just too significant and the concerns were that if we don't get on top of this quickly then it had the potential to spread.

"It wasn't an easy decision but it was a decision that we made unilaterally in the best interests of our community."

"We need to keep this contained in our local government area because low and behold if it was to escape Orange and Cabonne and get further west and further to more isolated, vulnerable communities that's where the real concerns are."

Mr Donato encouraged anyone who has attended any of the exposure sites, to get tested if they have not done so already.

"I would like to encourage the community to not panic, stay calm, stay vigilant, do the right thing, follow the health advice, follow the health orders," he said.

"If we can all do the right thing over the next seven days hopefully we can keep this contained, we are already seeing excellent numbers at the showground and at Wade Park.

"When I drove past this morning there were people there getting tested, that's fantastic, lets keep doing that."

Cr Kidd also urged people to stay calm, support each other and "don't finger point".

"We don't know everything about this strain of COVID," he said.

"Remain calm, go through the testing stations, the contact tracing is working extremely well.

"Some people who have been shopping in those areas at those times have already been contacted."

Cr Kidd also urged people to rely on reliable sources of information such as the NSW Health website and the council website.

He also urged people to think of those businesses that have been affected and their employees and if people know someone who lives alone to give them a call and make sure they are OK and are getting the correct information.

"There's not doubt it does affect the ecomony," Cr Kidd said.

"I just hope we can all get through this together."
