Lyle Davis runs One Strength and worries businesses could land themselves in trouble if they have a stringent no mask, no entry policy.
"One of the things with masks is a lot of people have conditions like anxiety, skin conditions, ADHD, just a whole bunch of legitimate reasons why people are exempt from wearing masks," he said.
"Us at the gym, we're not anti-mask, people wear masks at the gym, but the thing that we care more about is the arguments around it.
"If someone wants to wear a mask, that's fine, but if someone doesn't then that's also fine."
One of the exemptions for not having to wear a mask is when you are doing strenuous exercise (except when you are in a gym class or a dance class).
You are also not required to wear a mask if you have a physical or mental health illness or condition, or disability, that makes wearing a mask unsuitable.
The NSW Health website lists skin conditions, intellectual disabilities, autism or trauma as examples of reasons you are not required to wear a mask.
"I think there's a lot of unawareness about what is being enforced and businesses are being bullied into enforcing what are glorified recommendations. I just don't see it going very well for small businesses," Mr Davis added.
"These businesses are scared and worried about getting these huge fines and I don't think they know where they legally stand. My biggest concern is division with people wearing masks going off their head at people not wearing masks and vice versa."
This week the NSW premier said the community "can't live reasonably" with the Delta strain of COVID-19, implying Greater Sydney and surrounds will likely remain in lockdown until the current outbreak is significantly curtailed. It is unclear how this will impact Orange and other regional area.
