Orange City Council was told on Tuesday night the site was closed and the changeover was taking place.
While council CEO David Waddell did not name the new operator he said there was a positive future for the site which is leased from the council.
"The current operator has had a few difficulties and he's switching the lease to a new operator. It is a very good operator," he said.
"We're hoping in two weeks or so that operator will open the kiosk and will go on to reopen the restaurant."
A post on the Lakeshore Cafe Facebook site also said changes were happening.
"The cafe will re-open out here In the near future. When it does, it will have a new name and be under new management. Be excited, good times ahead," it said.
