On seeing a police vehicle on Kite Street, officers said they observed Moad "reverse back into the carpark".
After following the Toyota Kluger into the carpark and approaching the vehicle, police asked to see Moad's licence. She replied, "I don't have it".
"It's disqualified until July this year," she added.
Moad failed to appear in Orange Local Court on Monday but magistrate David Day convicted her anyway, adding that she was edging closer to a prison sentence for the repeated offence.
"She's not authorised to drive, she continues to do it and she's getting close to going into custody," Mr Day said.
[She's] been given plenty of advice about catching the bus," he added.
The magistrate added another 12 months to Moad's disqualification period "because she's a slow learner".
She was also fined $1,100.
