The ball which would have cost between $30,000-$67,500 to put on was abandoned by Orange City Council at its meeting on Tuesday night.
Several councillors said they were concerned at the expense to the community.
However, other celebrations, including a one-off council meeting in the old Town Hall on Anson Street remain on the agenda.
Council also voted on several development applications.
That included asking staff to prepare grounds to refuse a DA for a child care centre in Kearneys Drive.
However, council did approve a boarding house development in Curran Street after councillors and staff visited the site.
Council was told the applicant had satisfactorily amended the proposal to meet concerns by residents and councillors.
Council also backed a proposal to speak to supermarkets in the area about introducing wheel locks on shopping trolleys to reduce the number left abandoned in the city.
