Orange City Council had been recommended to approve a proposed soil, gravel, garden mix, mulch and other supplies business on the corner of The Escort Way and Old Forbes Road.
However, on Tuesday night council deferred its decision until after it had a site inspection.
A report to council said the DA had been advertised and not received any submissions however there was a history of resident concern about a previous use of the site.
[It] will not involve retail sales from the subject land
- Report to Orange council
"Business operations will involve bulk delivery of landscape supplies to the land and delivery to customers by the business operator. The development will not involve retail sales from the subject land," it said.
"While this development is permissible and compliant, it is referred to council under the 'public interest' test given the history of development in the area, neighbour conflict with a former earth moving business.
"But, no submissions were received to this proposal."
A ban on retail sales is included in the notice of approval for the DA.
The DA says there would be six workers at the site with the hours of operation being 8am-6pm Monday-Friday and 8am-1pm on Saturdays.
It said semi-trailers, maximum 19 metres, would deliver landscaping material to the site and be unloaded via front-end loaders.
"Bulk deliveries will occur 1-2 times per week," it said.
Existing buildings, part of the site's historic use as a fruit packing shed and coolstore, would be retained with the addition of landscape material bunkers.
It said landscaping material would be loaded from bunkers into small tipper trucks via front-end loaders and then delivered offsite to customers.
Twelve car parking spaces will be provided with access from Old Forbes Road.
The report to council said Transport NSW had been consulted as it was close to The Escort Way.
It said the site had a variety of past uses. "In 1990, development consent was granted for use of the sheds as a warehouse, for the receipt, storage and distribution of chilled and frozen food.
"The approved warehouse use has not operated for at least a decade, and it appears the DA has now lapsed."
And it said 'it is suggested' the sheds have been used as a builder's depot which was an unauthorised use.
