A development application from GolfunGym has been lodged with Orange City Council for the ground floor of a Summer Street building.
It is proposed golfers would play in individual bays while seating would be provided for the service of alcohol.
Service of alcohol is ancillary and is by no means the major activity here
- DA to Orange Council
The DA said it would create five fulltime and casual jobs mainly for young people.
It said the business would be open from 9am-10pm daily.
"Golfers using the simulator area will be seated at specially-designed tables where alcohol, if requested will be served," it said.
"The maximum number of golfers at each bay will be four.
"Including staff and four golfers in the waiting area there should a be a maximum of 24 people in the premises at any one time."
It said supervisors would ensure there is no drinking by people in the golf hitting bays.
"The main purpose of this application is to provide entertainment to golfers via the golf simulator experience. Service of alcohol is ancillary to this and is by no means the major activity here," it said.
The application says the golf hitting bays have been constructed to minimise noise to neighbouring shops.
One of them, the TAB, is only 200 millimetres away.
"The neighbour on the western side is a newsagent and is approximately 14 metres away from the hitting screens. We believe there is no acoustic impact to this or any other neighbour."
The DA says the business will lead to more people coming to Orange.
"The number of visitors to Orange will increase by having such a facility here. Golfungym research has indicated corporate entities will bring their staff to Orange for weekend trips," it said.
"Golfungym expects that a virtual golf entertainment facility would be extensively utilised.
"We will add financially to Orange by employing locals to staff the facility and buying produce from local suppliers.
"Golfungym firmly believes this application if approved will enhance this area of the Orange district."
The DA is on public exhibition until June 9. The applicant is Mr AH Ross-Edwards.
A report last week from Golf NSW found golf generated about $11.2 million to the Orange economy.
