The body has also called for more community consultation into the future plans for the site, including landscaping.

Orange City Council is now set to debate a development application for the trees' removal in the next few weeks.

Orange mayor Reg Kidd said while an extraordinary meeting of council had been proposed for this single issue it could also be debated at a full meeting of council.

Council next meets on Tuesday June 15 and July 6.

Cr Kidd said the process over the trees had been 'very transparent and all accountable'.

The Heritage Council finding at a meeting last week has also called for a masterplan of the whole area, including the Bloomfield Hospital heritage site, before any civil works take place on the project.

"Tree removal is approved in the immediate area of the stadiums to support associated civil works," it said.

"Removal of the remainder of trees across the wider site is subject to the provision of a landscape master plan as part of the DA for wider civil works across the site."

The body has also called for the retention of "as many existing mature trees as possible" and the provision of "a minimum of new trees to replace those that are removed."

It also "strongly recommends more community engagement" into the site's planning.

"[The] proposed future development of this site should be designed in order to ensure the new buildings, civil works and landscape design respects the existing heritage character of the place without dominating the landscape setting that contributes to the state heritage values," the Heritage Council finding said.

It said the landscape masterplan should have key elements including the retention of "as many existing mature trees as possible".

It has also called for detailed surface water management that respects the existing natural landscape and the "best fit of topography with the context of the primary heritage [area] of Bloomfield Hospital".

The Heritage Council said the heritage of the adjacent Bloomfield Hospital needed to be protected.

The sports precinct is to be built on part of the site of the former Country Club golf course which is Crown Land.
