Described by principal Penny Granger as her "dream school" the new building will be two stories high, have ten new permanent teaching spaces and a massive new library.
In addition to the new learning space existing buildings will be upgraded to provide a new administration area and staff rooms, and the heritage block will be internally renovated.
The building will feature large windows facing north to capture those rays of sunshine during winter, a far cry from the dimly lit classrooms in the old building.
Member for Bathurst Paul Toole said the upgraded school will provide students and teachers with innovative learning spaces and modern facilities.
"This upgrade will offer the students the opportunity to learn in modern learning environments," Mr Toole said.
The next stage will be the approval process where council staff will process the assessment of the Development Application which will then have the determination made by the Western Regional Planning Panel, not by Blayney council.
The Development Application for the Millthorpe Public School Upgrades is now on public exhibition for 21 days until Thursday June 17.
