A development application has been lodged with Orange City Council for the Diesel and Blue Doggie Day Centre, currently based in the Leewood industrial estate, to shift.
The DA states about 50 dogs a day would be cared for in part of the former major factory. It would occupy a vacant former storage building at the southern end of the Electrolux site.
There would be four internal pen areas and a large outdoor area for the dogs.
Dogs are not left unattended and any excessive and uncharacteristic barking is dealt with immediately
- DA to Orange council
"The areas for both internal and external use will be enclosed by a new 2.1 metre-high security fence to ensure all canines are secure within the facility," the DA states.
"The proposal also includes a full transportable building that will be used for reception, an office and dog grooming.
"[The] scale of the development will allow for a maximum of 50 dogs on site at any one time."
It said there would be two full time staff, two part-time workers and five casuals.
The centre would be open from 7am-6pm Monday to Friday and 9am-5pm on weekends. It will not open on public holidays.
Four car parking spaces would be available on site.
The nearest houses to the site are 260 metres away on Forest Road with others 291 metres away from the proposed day care centre in Elsham Avenue.
The DA argues noise from the site will not be a major problem for nearby residents.
"The issue of noise, mainly barking dogs has the potential to be a source of noise from the development," the DA states.
It said no noise assessment report had been done because the proposed location is in an industrial area.
"Impacts on residential [sites] are not anticipated to cause adverse impacts due to the site's locality in an industrial estate, with surrounding noise, hours of operation during daylight in addition to the management of the canines while they are in care," it said.
Owner/operator Danielle Haase said they had been forced to move after being unable to renew the lease on their current site.
Miss Haase said she hoped, pending the approval of the DA, to be able to start operating from the new site on July 1.
She said the new facility would allow them to have more dogs than the current site where they have about 30 dogs a day.
"We're going to be bigger at Electrolux," she said. Miss Haase said there was plenty of demand for day care for dogs in Orange.
"Absolutely, I've got a waiting list as long as my arm," she said.
Miss Haase said that was partly due to the changing face of the Orange population. "A lot of people are coming from areas where they have those facilities," she said.
The DA said it would be a different proposition to a council pound, animal shelters or boarding kennels.
"Staff will ensure dogs are happy, disciplined and entertained. This reduces, stress, boredom and barking," it said.
"Dogs are not left unattended and any excessive and uncharacteristic barking is dealt with immediately.
"This is a very different approach to animal shelters or animal boarding facilities where animals are not in direct contact with carers at all times."
It said the play areas were inside the building.
"These play zones are designed so dogs are unable to see what is taking place in other areas.
"All new canines attending the centre will undertake a temperament test to assess the dogs for potentially aggressive behaviour, social development and energy level," it said.
"Dogs will be appropriately placed based on their age, size, personality and other factors.
"They are generally divided into puppies, teenagers and older dogs. This allows for issues such as barking to be addressed on the spot.
"These measures all assist in the reduction of barking, and in particular prolonged barking, which has the potential for adverse impacts on the surrounding locality."
It said the business had been operating in Scott Place for about two years.
"To the operators' knowledge there have been no noise complaints received."
