The $4 million development will provide 155 places for children and create 27 jobs on the Bloomfield Medical Centre site in southern Orange.
Cr Stephen Nugent said it would help health care workers and Cadia mine staff.

"I can see it serving a real need."
He said there were no noise or traffic issues issues with the proposed site.
"As far as I am aware there are no child care centres down in that part of Orange," he said.
"It's a good development in the right place."
Cr Tony Mileto said it would help ease child care place shortages.
"It's an excellent opportunity to offer more positions for child care. I think it's a win-win," he said.
Council last month approved a child care centre at the former Newstead site in Hill Street.
