Orange City Council backed a development application for the $4 million centre at its meeting on Tuesday night.
Council was told it would be valuable for health care staff in the area and Cadia mine workers.
However, council also refused a rezoning application to allow for a 1000 square metre supermarket to be built as a part of a retail precinct in another part of the Bloomfield site.
Councillors expressed concerns about the impact it would have on Summer Street businesses.
They said there was insufficient residential development in the area to support it.
And council has deferred a decision on plans for a boarding house on Curran Street.
Several speakers opposed the development during the council's public forum on grounds ranging from car parking shortages, congestion on the narrow street and an over development of the site.
Councillors will have an on-site inspection and seek extra information and reports plus discussions with the developer about revising the submission.

Council was also told a 40 km/h speed limit would be in place on part of Leeds Parade as part of traffic measures in place for this weekend's Orange Show.
