The dawn and main services will return to Robertson Park after last year's cancellations but both will be ticketed events.

Orange mayor Cr Reg Kidd told this week's Orange City Council meeting while a limit of 5000 people had been placed on each service only about 700 tickets had been requested for each.

The marches to both services are back after last year's ban, but only veterans and serving personnel are allowed to march.

The spectacle of plenty of schoolchildren marching has been banned though up to three representatives of each school will join the second march.

And while Summer Street will be closed for the events, the marches will go down Byng Street this year.

Cr Kidd urged people to get out and support the Anzac Day events. He said the restrictions had been decided by the RSL and NSW Police.

Cr Kevin Duffy said crowds were allowed at sporting fixtures and in pubs but Anzac Day was restricted.

"This doesn't pass the pub test," he said.

"Anzac Day is our most iconic day in Australia, supported by everyone in Australia."

He said it was 'just hypocritical' to restrict a local event.

"A pub test, you can be in any pub you like and be with as many people as you like," he said.

"After the march they can go and play two-up with as many people as you like."

Cr Tony Mileto said there was 'nothing wrong' with people being in the streets.

"It is vitally important we show our support," he said.

Cr Jason Hamling said he was concerned people were not aware they needed to get tickets for the services.

Tickets are free and can be obtained through the Orange Ex-Services' Club's website.

Orange RSL sub-branch president Chris Colvin said people would also be able to get a ticket on the day and QR-code sign-in at Robertson Park for both services.

"We would be one of the few sub-branches in Australia to have two services and two marches," he said.

"We've got to keep the numbers down."

Mr Colvin said the COVID-19 rules had also stopped the usual Lone Pine, cemetery and crematorium services in Orange this Anzac Day.

This year's dawn service is on at 6.30am with the main service from 11am.
