The Heritage Council has called for a meeting of 'relevant stakeholders' to discuss whether the proposed main stadium could be moved from near Forest Road to the Huntley Road side of the Bloomfield site.
It has reiterated its support for the sports complex, which would include removing many trees, but has asked for a possible shifting of the stadium to better fit with the heritage buildings of the Bloomfield Hospital site.
The most important thing is for them to come here
- Cr Reg Kidd, Orange mayor
Mayor Cr Reg Kidd said organising the meeting would lead to the extraordinary meeting planned for April 27 needing to be delayed.
"We respect the important role that the Heritage Council plays in dealing with these important community issues. To let that conversation happen with them, we'll now look to postpone the date when Orange City Council was going to consider the trees DA from April 27 to some time in the near future," he said.
The Heritage Council has asked for a online meeting but Cr Kidd said he wanted the meeting on site to show them the layout first-hand.
"The most important thing is for them to come here," he said.
"I'm over virtual meetings and I think a lot of people are."
Cr Kidd said the meeting would be open to the public.
He said that would include people opposed to the trees being lopped but also sporting, business and community groups who supported the sports complex going ahead at the site.
"There are thousands of people who are very supportive," he said.
The Heritage Council is also seeking a masterplan for the entire Bloomfield area be developed to control planning of the site.
However, Cr Kidd said he did not want to see it delay Orange having a sporting complex which had already been backed and fully funded by the state government.
"It's important that the Heritage Council considers the long-term implications for the Bloomfield campus, of this, and any other projects being built in the nearby area. The minutes raise the question of someone developing a masterplan for the whole site, supported by site-specific regulations (a site-specific Development Control Plan) which would manage the details of any future development.
"While that may be a worthy step to explore, it would be very disappointing if this crucial sporting precinct was delayed for years while those new planning regulations were developed."
Cr Kidd said he was open to discussing changing the site of the main stadium.
"I welcome their invitation for a meeting to discuss these and other options," he said.
"There are important reasons to put the stadium at the Forest Road end, that are about getting the most value for the grant that the State Government is investing in this project. Council will be pleased to discuss these reasons."
