Like most others who have weighed in on the matter, Johnston is excited about Western's top-tier sides combining in the one competition, although he's a bit puzzled as to why his club, and many others, haven't received more information from NSWRL.

"I've got no emails, I haven't heard anything," Johnston said.

"I've only heard what's been in the Central Western Daily. Overall, I think it's a positive thing. Especially after what's happened at Oberon, Blayney and Cowra.

"I also like how NSWRL has made that decision on their own and it hasn't come back to the clubs. When it comes back to the clubs, decisions don't get made."

While clubs in the second-tier competition will have the opportunity to earn a promotion to the top division, Johnston doesn't think they will be able to compete once they're there.

"Some of those smaller towns would really struggle," he said.

"I can't see it working. They would need to get another 50-75 thousand. I think coming up should be an option for a team but most clubs wouldn't be able to compete."

Another question mark Johnston has over the proposed changes is the availability of buses for the funded transport promise.

For every road game over 150 kilometres away, NSWRL has said it will pay for transport to and from the match, although Johnston knows how hard it is to tee up two buses let alone five.

"I'd like to see how they're going to guarantee five teams transport," he said.

"If we've got league tag, 18s, reserve grade all traveling. It might be tricky."

From a committee standpoint, Hawks are yet to have a meeting about the new changes but will meet on Thursday night.

"We need more information before we can make a full judgement," he said.

"But, I don't think anyone's totally against it. The change is overall a positive one and it will be good to see top sides from each group against each other."

As for now, Hawks are waiting on a confirmed draw from Group 10 for the 2020 seasons but the club is ready to go come round one.
