Emergency services were called to the carpark at the intersection of Church and Bligh Streets about 12.15pm on Wednesday, after reports of an injured man.
The man was treated at the scene before he was transported to Dubbo Hospital and remains in a serious condition.
Officers from the Orana Mid-Western Police district are now searching for a man who was last seen leaving the area.
Police said there is no further description available at this stage.
Investigations are under way.

Emergency services have been called to Bligh Street on Wednesday afternoon following reports of a potential shooting.
It is understood a person has been assaulted and was in a sedated condition.
Police said there had potentially been a shooting, however they were unable to confirm it when talking to Dubbo's Daily Liberal.
A NSW Ambulance spokesperson said the patient was taken to Dubbo Hospital.
Emergency services were called to the intersection of Bligh and Church Street at 12.18pm.
