Central West Police District Chief Inspector Scott Rayner said police spotted the man at 12.15pm on Saturday morning.
Chief Inspector Rayner said the man was challenged by police. He said the man told them it was dark and he didn't realise where he was.
Chief Inspector Rayner said the man was changed with offensive behaviour and issued with an on-the-spot infringement notice that comes with a $500 fine.
In a separate incident police arrested a 12-year-old male from Orange after a report of a break and enter at Glenroi Public School.
Chief Inspector Rayner said it was alleged several young people aged 12-13 entered the school grounds about 7pm on Saturday, found an unlocked but closed door and entered a classroom.
He said six iPads were taken from one classroom and three more and a laptop from a second classroom and placed in a backpack.
Chief Inspector Rayner said police arrived and arrested the 12-year-old.
He said police were investigating the incident and said the 12-year-old could be charged under the Young Offenders Act.
"We believe there may have been others," he said.
In a further separate incident a 75-year-old taxi driver was allegedly assaulted by a woman passenger in Glenroi Avenue on Saturday afternoon.
Chief Inspector Rayner said the woman called for a cab to the corner of Glenroi Avenue and Brunswick Street at about 4.20pm.
He said her call triggered an internal taxi warning that she owed money from a previous trip.
However, he said when the driver notified the woman of the debt she became aggressive.
"She undid her seat belt and punched him in the chest," he said.
He said police were still investigating the incident.
Chief Inspector Rayner said, in another unrelated incident, four Orange men aged 21-26, were issued with infringement notices and given 'move-on notices' from a club in Anson Street.
He said they had also been banned from the premises.
Meanwhile on Friday morning a 36-year-old Sydney man was charged with possessing a prohibited drug and driving while disqualified on the Mitchell Highway near Orange.
Chief Inspector Rayner said police spotted the man from Busby allegedly speeding while driving a silver Subaru Liberty at 8am.
He said a search of the vehicle revealed a small amount of a white crystal substance which police will allege was methylamphetamine.
He said the man was granted bail to appear in court at a future date.
Also on Friday, in an unrelated incident, two teenage boys allegedly stole the handbag of a 60-year-old Orange woman who was walking in a park with her 11-month old grandchild near Moulder Street.
Chief Inspector Rayner said the victim alerted police soon after the 4.30pm incident.
He said after an extensive search police located two Orange males, aged 14 and 15.
Chief Inspector Rayner said they were allegedly in possession of money and items from the handbag.
He said both had been charged and would appear in the Orange Children's Court at a future date.
