The Open Heavens church is planning to modify a unit in an industrial area on Gateway Crescent to create its place of worship.
A development application for the project is currently on exhibition at Orange City Council until April 13.
The DA states the church would offer services from 7pm-9.30pm Monday-Saturday and 9am-noon and 7pm-9.30pm on Sundays.
The church also has expansion plans for the site.
"This development application represents the initial stage of a multi-staged project. In the longer term there is an intention to acquire additional land in proximity to this development for the purposes of providing off-street parking resources so as to allow for an unfettered church and expansion of additional complementary uses in the longer term," it said.
"In the shorter term, the applicant would accept a limit on the maximum number of persons (adults and children) allowed in the place of public worship at any one point in time to not more than 100 people."
It said the church would be open outside normal operating hours of nearby businesses which include car yards, the Orange Aboriginal Medical Service, a radio station and other commercial operations.
The DA states there would be 10-12 staff operating the church.
It also asks council not to enforce a 'gross floor area' rule which would require the church to provide 50 car parking spaces based on the size of the space.
It said the existing 26 spaces on site plus room on Gateway Crescent would be sufficient for the first stage.
