Glenroi Oval would gain trees for shade, walking paths, a rugby league field, a cycling pump track, play and exercise equipment, basketball courts, new toilets and an expanded skate park.
A report to council said the existing cricket oval would be converted into a rugby league field to provide Mid-west Cup team Orange United with a home ground.
Council will also debate whether to approve the latest stages of the Future City CBD revamp project that covers parts of McNamara Street, Lords Place and Byng Street including a plan to shift the taxi rank into Summer Street.
A proposal to reduce the size of blocks of land at a proposed housing estate at Shiralee is also on the agenda.
Under the proposal the minimum lot size in one area of the Clearview Estate would be reduced from 2000 square metres to 700 square metres, 9000 square metres to 1000 square metres in another area and 3800 square metres to 3000 square metres in a third area of land on Park and Rifle Range roads.
The developer's application states it would result in 10 extra lots being created.
A request from Cr Jeff Whitton to create maps to show the public where potential life-saving defibrillators are located around Orange will also be considered.
His notice of motion will also ask staff examine funding opportunities to get more defibrillators for Orange.
