Carl's Jr is looking to be part of a five-store fast food and drive-though precinct on the Northern Distributor Road opposite Bunnings and next to the railway line.
A plan to re-zone the site to suit fast food eateries is currently before Orange City Council.
A council spokesman said the re-zoning went on public exhibition last year, had gained council support and was progressing to the next stage.

The precinct would sit alongside a Caltex service station, Oporto fast food store and a Coffee Time cafe which has gained planning approval for the corner of the NDR and Leeds Parade.
Carl's Jr QSR Group managing director Andrew Firn said "with council support for the rezoning proposal" it is hoped they could open the store in Orange next year.
He said at least one other unnamed fast food business was committing to the site with three other spots to be filled.
Mr Firn said he expected 60-70 jobs would be created to staff the restaurant with more created in the construction phase.
"For many of these staff it will be their first job and for others managerial positions will also be available," he said.
"It's a mix of after-school workers, weekend workers with full-timers.
"We know that the residents of Orange will enjoy our craveable menu items including 'made fresh to order' Aussie Angus Burgers, hand-breaded chicken tenders and hand-scooped ice cream thick shakes.
"Our proposed location will be convenient for both travellers and locals alike."
Carl's Jr is also planning stores in Bathurst and Dubbo as part of a major national expansion program.
He said the business started in Los Angeles in 1941.
"There are now in excess of 4000 restaurants in 44 countries and it's expanding rapidly outside the US," Mr Firn said.
"[There are] 23 restaurants currently in Australia with plans to open hundreds more in the next decade and beyond with the aim of becoming Australia's most-loved burger brand."
The site looking to be rezoned, at 185 Leeds Parade, has a mix of two different zonings.
The rezoning proposal seeks to increase the area of (SP3) Tourist Zone and reduce the area of (IN2) Light Industrial Zone.
Apart from the fast food precinct there is also a proposal to create a hotel/motel complex in future stages of the site's development.
