The greenhouse development is at 621 Canobolas Road.
Council staff recommended that the amended development application be approved, and a motion put to council during Tuesday's meeting was carried.
In October 2016 council approval was granted to erect two greenhouses and a packing shed for growing and distributing hydroponic Asian vegetables.
The original approved greenhouses were 76 metres in length, 68 metres in width and had a height of 8.6 metres, for total volume of 5,168 metres squared each.
The original proposed packing shed was 43.5 metres long, 20 metres wide and had a height of 8.6 metres, for a total of 870 metres squared.
It had a cool room, pallet storage area, staff office/lunchroom and mezzanine floor.
The modified application was referred to council, and nine public submissions objecting to the proposed modifications were received during the exhibition period.
The re-submitted DA sought to replace the two greenhouses with four greenhouses of a total of 7,168 metres squared.
It also had modified the packing shed from one building into three: a packing shed of 498 metres squared, office and amenities (120 metres squared) and cool room/storage (152 metres squared).
The approved access to Canobolas Road to the west of the lot was proposed to be relocated to the south, away from a watercourse.
Also, the stormwater detention basin would be relocated to the driveway loop.
Car parking was also reconfigured and positioned further to the south.
There was no discussion over the development during the council meeting, and it was passed unanimously.
