As part of the next stage of the Future City CBD revamp, the taxi rank would move to the front of the bus stop on the northern side of Summer Street, near Lords Place.
The existing site would become car parking and a pedestrian crossing as part of the plans to upgrade Lords Place.

Four parking spaces would be lost in Summer Street to make way for the cab rank.
Orange Taxi Co-op chair Ged Dening said they had been working with council on the plan.
"It's important for the safety of our drivers to be working from a very well lit-area," he said.
"After hours when the demand for our taxis is strongest, we'll be able to use the entire bus zone area, and there'll be much more room for cabs.
"Across our drivers, I'm sure there will be a variety of views about this change. I'm sure our regular customers will see it as a change for the better. The new rank will be more convenient and much closer to the shopping centres."
Meanwhile, a report released on Tuesday has revealed how far taxi use in regional NSW fell in 2020 due to COVID-19.
The Independent Pricing and Regulatory Tribunal found the number of people who used a taxi in regional areas fell from 34 per cent to 21 per cent in 2020 compared to the previous year.
However, it still remained more popular than rideshare services which dropped from 14 per cent to 12 per cent use.
The situation was different in Sydney, Newcastle and the Central Coast where more people said they had used rideshare than taxis in 2020.
"Overall satisfaction rates for taxis and rideshare remained strong in 2020," the report said.
"Rideshare continued to outperform taxis on perceptions of fares, waiting times and overall trip satisfaction in Sydney and other urban areas.
"However, satisfaction with taxis remained stronger than rideshare in the rest of NSW. Taxis were viewed more positively than rideshare in terms of perceptions of safety. However, perceptions of value for money were more positive for rideshare than taxis."
Mr Dening said there had been an increase in patronage in Orange in the second half of 2020 compared to the start of the year.
"We saw an upswing in the second half of 2020. Our business almost came to a halt [in the first half]," he said.
He said business was continuing to increase to pre-COVID levels. "It feels like it is not far off," he said.
