Mr Power said he would again head his own ticket.

He said he would stand on issues including improving the availability of social housing in Orange and Indigenous concerns.

He said current major city topics including mountain biking on Mount Canobolas and water supplies would also be key issues.

"I've learnt a lot from the last one. It was my third time to have a crack at it," he said.

Mr Power said he was beaten on preferences for the last spot on council which went to current deputy mayor Cr Glenn Taylor.

"I'm gonna have a good crack at this one," he said.

"My goal is to have an Indigenous ticket.

"It's about the community coming together."

Mr Power said several people were considering standing as part of his ticket.

He said he had been heartened by feedback from people in the community who had told him after the last election they would vote for him this time.

Mr Power said social housing shortages were a big problem in Orange.

He said he knew of at least one woman who had lost her rental tenancy in Orange's current tight market after other people had offered to pay higher rent.

"She's got a spotless record of keeping up with the rent," he said.

"I really want to look at how we can provide housing for these people."

So far only Greens-affiliated Melanie McDonell is listed on the official NSW Electoral Commission register of candidates for the Orange council.

No candidates have registered for Cabonne or Blayney councils though four people are registered for Bathurst Regional Council.

In 2017 a massive 88 candidates stood for Orange council.

Ten people stood for mayor.

Since then Dr Steve Peterson has told the Central Western Daily he would stand and former councillor Chris Gryllis has said he was considering standing.

Dr Peterson has been named as the lead candidate for a group called Refresh Orange.

Four information forums for prospective councillors will be run by the council in the next two months.

The first is on Thursday, March 11 from 6pm-9pm in the council chamber.

It will be followed by one run by the Australian Local Government Women's Association Session and is targeted at potential female candidates.

It is in the council chamber on Saturday, March 13, from 10am-3pm, and will feature a panel of female councillors from across NSW including Cr Joanne McRae from Orange.

The sessions will be repeated on April 29 and May 1.

Mayor Cr Reg Kidd is encouraging anyone interested in running to attend.

"It's a really informative session where you'll hear about what's expected from a councillor and a mayor on a day-to-day basis," he said.

"The process for nominating to run for council will also be explained and there will be ample opportunities for a range of questions and answers."

Local Government NSW facilitator and former mayor of Leichhardt Council, Moira Sheehan will run the first half with topics including legislated responsibilities of candidates and councillors, the election process and campaigning rules.

The second half will feature a panel with council CEO David Waddell and two councillors.

Polling day is Saturday, September 4, where the mayor and 11 councillors will be elected.
