Creative Brows and Lashes is due to open in the Orange City Centre at the end of March or early April.
However the firm's director Amninder Kaur said advertisements for suitably-trained locals have gone unanswered.
Mrs Kaur said she was now looking at bringing staff from Sydney.

"I have already advertised. I couldn't find any local person," she said.
Mrs Kaur said she was still hoping to find local staff for the business.
She said she needed a qualified beauty therapist trained in eyelash extensions who had at least a year's experience.
The Orange store will be only the second Creative Brows and Lashes shop to open.
Mrs Kaur opened the first in Figtree, near Wollongong, in 2019.
"This is going to be my second branch," she said.
She said she was keen to open the business in Orange after visiting the city.
"I really like the countryside," she said.
Mrs Kaur said she responded after Orange City Centre management put out a call.
"We actually heard the management was looking for someone who could provide these services," she said.
The shop will be situated in the older part of the centre near Priceline.
It will be the second new shop to open in the complex following news last week that international jewellery chain Lovisa was also planning to come to Orange.
Lovisa will also be opening in late March-early April.
It will be situated in the new part of the centre, which was previously the site of the Myer store in Summer Street.
