RSL NSW announced last week that NSW-based Anazc Day commemoration, including the Sydney CBD March, could proceed on April 25 but the Orange RSL Sub-branch is still waiting to see how to make the restrictions work at Robertson Park.
Sub-branch president Chris Colvin said the committee would know by late in the coming week whether if and how the service could proceed.
"At this stage there will be no march and as far as the dawn march, that's still up in the air but probably no," he said.
"We are in a state of limbo at the moment because I'm waiting [to hear] what we can do and what we can't do in the park."
However, the sub-branch was hopeful about still having the traditional Dawn Service as well as the late-morning commemoration. In what form would remain uncertain for another week though, the president added.
"Under the [Covid] guidelines, if it's a gated and ticketed event and we have 5,000 seats, we can have 5,000 people so that means I've got to put a fence around Robertson Park - and that ain't gonna happen."
RSL NSW announced last week that sub-branches would be allowed to organise "a controlled outdoor event this Anzac Day", while the Sydney CBD March would be limited to 500 participants.
RSL NSW President Ray James said that after the "resounding national success in 2020" of the 'Light up the Dawn' campaign, it will again be rolled out this year.
Outside of Greater Sydney up to 3,000 people can attend an event if they are assigned to a seating area and up to 5,000 people can attend if they are assigned to a specific seat.
