The Molong man had a lifeline ban from the shop when he entered eight minutes before closing time and hid behind a clothing rack near the change rooms on October 22.
He then set up his phone and covered himself with a blue hat while he masturbated.
The manager was unaware he was in the shop when she went into the change rooms to change her clothes at end of her shift, and she discovered him at 5.03pm and saw what he was doing on CCTV and contacted the police.
Police located the man when he was driving on Spring Street and during a search they found a knife that was camouflaged as a credit card in his wallet at 11pm on October 30, 2020.
Magistrate David Day said such knives are used to get closer to a victim, although solicitor Lucy Maranga said her client considered it a novelty item.
She said her client needed to be assessed regarding his sexual conduct and Mr Day ordered him to undertake rehabilitation and treatment as part of his sentence.
"There's a risk of him developing serious antisocial behaviours," Mr Day said.
Mr Day convicted the man and gave him a six-month community release order for behaving in an offensive manner.
He also gave him a two-year community correction order, the next level up in the sentencing hierarchy, as well as 50 hours of community service for possession of the credit card knife.
He convicted the man without further penalty for trespassing.
