"We can't put COVID-19 completely to the backs of our minds, as we will have to comply with a number of regulations to have the day go ahead, but let's try and look to the future," he said.
From 8am on Tuesday at Cook Park there will be food, drink, children's activities and market stalls.
The official citizenship ceremony begins at 10am.
Nineteen people will become Australian citizens during the ceremony.
"Let's start off 2021 right, with a day where the community comes together to celebrate, and be grateful for, our beautiful patch of the world," Cr Kidd said.
"Celebrating 19 people becoming citizens is a wonderful way to mark the occasion.
"Many of us are lucky enough to be born here, but these people are choosing to become citizens, choosing to take on the rights and responsibilities [of] being an Australian and I just think that's truly remarkable."
