Lena Hughes and business partner Emma Robinson opened About the Brew on the corner of Byng Street and McLachlan Street on Friday.
They will also run existing business Bubbles and Brushes from the new premises.
"I've wanted to have a tea bar for a really long time, I've been working on the idea for a while," Ms Hughes said.
"I've been making tea lattes at home for years."
She said they have also partnered with Academy to provide coffee and will phase in food.
As well as operating as a cafe, the building will also be the new venue for Bubbles and Brushes events where participants enjoy a tipple while creating art.
Fish shop moves
Second Nature Aquariums has relocated to a larger premises in Orange.
Owner Holger Loecker said he started the business and opened the shop in Orange in 2017 before recently relocating to 167 Summer Street.
He said the new shop has enabled him to display more equipment.

As well as stocking a variety of fish, fish food and aquatic plants, Second Nature Aquariums also stocks equipment for birds, spiders and reptiles.
He said he also provides a holiday care service and sells to people from across Australia online.
New accommodation
Tamburlaine Organic Wines has expanded its Central West operations, unveiling a fully serviced luxury apartment above its cellar door in Millthorpe.
Situated on Pym Street in the middle of the village, it has a central location so is within walking distance of Millthorpe's boutique shops, cafés and cellar doors.
Tamburlaine's Millthorpe Cellar Door manager Phoenix Kamsteeg said there was a clear demand from tourists for additional, quality short-stay accommodation options in Millthorpe.
"We're thrilled to be offering a first-class experience with immediate access to historic Millthorpe and the region as a whole," she said.
The accommodation has three bedrooms, two bathrooms and generous living areas, including a large deck overlooking Millthorpe's main street.
The cellar door opened in June 2020, and in December 2019 Tamburlaine purchased the Cudal winery, previously known as Cumulus.
