Phillip Troiano, 48, of Moad Street, visited Coles supermarket at 9.45am on April 28, and placed the two dips into his shorts pockets.
He then walked to the meat aisle where he placed the lamb rack under his hoodie.
Troiano did not pay for the items and was stopped by staff and security outside the supermarket.
Troiano was asked to hand over his property and he handed the lamb to security who took him upstairs to wait for the police to arrive.
When police arrived Troiano was searched and the dips were found in his left and right pant pockets.
"I did it because I needed to eat," Troiano said when he was questioned by police.
"I had no money, I was going to call my friend to pay for the items."
However, according to information presented in court Troiano had no mobile phone in his possession that he could use to call his friend.
Magistrate David Day convicted Troiano and ordered him to pay $25.10 to Coles for the theft.
Mr Day also placed him on a 12-month community correction order and he will have to complete 50 hours of community service.
