Now in its third year, Grapes of Mirth confirmed it would be going ahead last Friday after receiving council approval.
However that was before South Australia suffered a coronavirus outbreak - a factor which could impact the comedy event due to its organiser being Adelaide-based and planning to come to Orange for the occasion.
Unlike other states, NSW had no plan to shut its borders to South Australia - a state that went into lockdown at midnight on Wednesday.
Despite the fact the coronavirus situation continued to be a "moving feast", Cr Kidd said the most important thing was that numbers were restricted - and because the comedy event was ticketed, they could be.
"I think the most important thing is with numbers. We can only go on what's recommended by state government and then apply those rules," Cr Kidd said.
"There's always been that fear (since) right back (at the start of the pandemic) that we shouldn't be letting people come into Orange, but you can't do that. The most important thing is that you have rules and that you stick by them.
"The (contract) tracing is something we can be really proud of as a nation," he added. "So already we've got an idea of where (any non-locals) have been and who they've spoken to."
However, he didn't believe the event in past years had brought a huge amount of non-residents to the region.
Prior to Orange City Council's approval of Grapes of Mirth it had decided to cancel the annual Carols by Candlelight due to concerns around COVID-19.
While New Year's Eve festivities had similarly been subject to the "new normal" of 2020 by the usual fireworks being replaced by a light and water show.
Unlike the two community events, because Grapes of Mirth would be a paid event, it was easier to control crowd numbers, Cr Kidd said.
"We're still looking at what the number restrictions will be (for New Year's Eve). We haven't made a definite decision on that yet, because they're changing almost weekly," he said.
Grapes of Mirth is on December 5 at Orange Showgrounds from 12pm - 6pm. Tickets are still available.
