Councillor Glenn Taylor put forward the concept, seconded by Cr Jeff Whitton, for consideration at Tuesday night's council meeting.
"I've have a number of residents who have spoken to me over the last few months who have told me there's a great need in the community for another Return and Earn," Cr Taylor said.
"People do have a lot of trouble getting access to them."
He said often when people go to either of the facilities at North Orange or Edward Street, Glenroi, there is already a queue or the facility is full.
"It's a good story, Orange is embracing it and it's been successful.
"What I think we need is we need one and probably located centrally.
"If people can access them easier there will be a bigger take up."
However, he said the could will need to work with the relevant bodies to find the most suitable location.
"I'm confident we as a council could identify a spot pretty easily," Cr Taylor said.
Cr Whitton said he has heard similar stories about the need for an extra facility due to access issues brought about by their popularity.
"We should probably have a third facility, if not a fourth facility," Cr Whitton said.
"We are educating the community to recycle."
Cr Whitton also supported installing it in a central location
However, there will be several considerations the council will need to take into account for the new site.
It must avoid building entrances, disabled parking areas, cyclist facilities and the like.
It must also avoid dominating street frontages, be accompanied near a general rubbish bin, be positioned in a well-lit easily monitored area and not reduce available parking below that required for the existing development.
The Return and Earn must also not obstruct motorists views within the circulation of the site or be placed alongside or near neighbouring residential development
A NSW Environment Protection Authority spokesperson said in early September that 28 million containers were returned through its two local return points in Orange since the start of 2018 when the North Orange facility opened.
