Cr Glenn Taylor said residents had contacted him complaining the trucks were not taking the rubbish, apparently because the bins were too heavy to be lifted.

He said the contractors, J. R. Richards, should increase the weight limits during spring when lawns needed cutting more often and the clippings were wet.

"It's just leaving some people stranded," he said.

Cr Taylor said it was particularly affecting older people.

"In the last few weeks a number of people have contacted me [saying] their green bins have been left on the footpath," he said.

"We are in a very wet period and the grass is very heavy at the moment with the amount of moisture that's in it."

He said the residents had told him there was nothing else in the bins apart from grass cuttings.

"I would ask they review the policy and have a look at maybe increasing the weight."

Cr Taylor said the bins were eventually emptied after he contacted council staff and the contractors had returned to those properties.

"There was no problem lifting the bins. There was no cracking of the bin, there was no damage to the bin," he said.

"It does cause some distress, particularly for older people."

Technical Services director Ian Greenham said the contractors had brought along extra staff to assist with lifting those bins.

He said the hydraulics on the trucks were limited to collecting bins weighing less than 96 kilograms.

Mr Greenham said the council advertised on its website the limit was 75kg.

He said they could not increase the limit as it would void the warranty on the bins as set by the manufacturer.

"The hydraulics are limited so they don't pick up overloaded bins. Otherwise they potentially void their warranty and those costs would be passed on," he said.

He said residents could spread the grass load over two weeks.

And he said it was free to take garden waste to the council's recycling centre.
