Shane Kevin Robbins, 49, of Olympic Drive, did not know the victim well however, they lived near each other.
There had been previous incidents, including one where Robbins ended up in hospital, and he was also previously convicted with intimidating the victim in 2015.
According to police, the victim stopped outside a house near Robbins' address to collect something off a work colleague but he stayed in the car when he saw Robbins approach close to 1pm on June 26.
Robbins then yelled at him through the window and he continued to abuse the victim who refused to fight him. Robbins then kicked the driver's side mirror causing $402 worth of damage.
Robbins was helped by documents that showed he was moving to Port Macquarie when he appeared before magistrate David Day for sentencing.
However Mr Day reprimanded him for taking his grievance into his own hands.
"It's not a matter for Mr Robbins to [participate in] private justice, we've moved on from that, this is the 21st Century," Mr Day said.
He gave Robbins three 18-month community correction orders for property damage, intimidation and resisting police after he shut the door on police when they went to his house to arrest him.
Mr Day also fined him $220 for the intimidation and granted a two-year non-contact AVO.
He said mitigating factors were having a limited history, positive statements from Robbins' neighbours and holding down steady employment.
