Council agreed to provide $30,000 to support the event.

Under current COVID-19 rules up to 2500 people could attend the event.

Orange mayor Reg Kidd said it would be a unique event and not involve fireworks which have traditionally been used at the city's NYE party at Waratah Sports Ground.

That has been cancelled for 2020 due to COVID-19 restrictions.

"Instead it will be a water laser show. This involves a series of misters projecting a haze of water, then a video projects light and laser from images on the 'water mist screen'," he said.

"This event is proposed to be held in Wade Park.

"This location is more appropriate than the traditional NYE event at Waratahs, as it is close to the CBD, easily walkable for families, [has a] manageable fence for ticketing and supports a COVID safe environment.

"The event will be the first in the Central West which will see a mixture of social distanced seating, with use of both the grandstands and the playing field.

"This will be an alcohol free event and open to all ages."

The event has been proposed by event promoter Holly Manning and Kennard's Hire.

Cr Kidd said the planning was in its early stages but it was proposed entry would be via a gold coin donation with the proceeds to go to local hospitals.

It is proposed the event have an annual theme with the first to be the Indigenous story of the Central West.

In other matters council agreed to support permanent water saving standards which would effectively see the current water restrictions remain in use.

A motion to remove water restrictions until February was lost.

And a proposal to run a Spring Family Carnival event at the Orange Showground in November was rejected.
