No-one was seriously injured in the accident, which happened at about 12 noon.
Central West Police District Inspector Dave Harvey said no-one was seriously injured in the incident.
He said at this stage it didn't look like charges would be laid.
"There might be a ticket but not much more at this stage," he said.
He said Roads and Maritime Services were on the way to fix the traffic light, and Forest Road had remained open during the cleanup, with police, firefighters and ambulance all on scene.
