Paul Lawrence Dwyer, 59, of Agland Crescent, was driving on the Northern Distributor Road with a load of pallets in a large bin that was not covered.
As his vehicle drove past police a number of items were seen flying out of the bin including a piece of ply, cardboard and shrink wrap that narrowly avoided the car that was behind him.
Although a cover was fitted to Dwyer's vehicle it was not used to cover the load.
Magistrate David Day fined him $100 after he wrote a letter saying he would not contest the traffic infringement for driving with an unsecured load.
