Orange City Council will consider a plan to concentrate housing into the precinct bounded by Bathurst Road and the railway line on Tuesday night.
Existing car yards and workshops in the area would be encouraged to relocate to industrial areas.
The Eastside Precinct plan will be used to direct long-term planning. It would encourage multi-dwellings, flats, seniors housing plus accommodation suiting aged care, affordable housing, short-term tourists and visitors and student housing.
It is proposed the DPI building could be re-purposed for uses including hotel/motel accommodation, office space and health consulting rooms.
Vacant sites alongside the railway could be used for camper van parking or for student or short-stay accommodation while industrial sheds could become indoor children's play and recreation facilities including climbing walls and skate parks.
A staff report said the Eastside document had been developed following the release of the the FutureCity plan.
"Due to a number of key sites within the area, it is now an important time to consider what long term planning controls can be put into place," the report said.
"[It includes] redevelopment of vacant caryards, reuse of the DPI building, increasing residential options close to the CBD and protecting heritage and the entrance to the CBD from poorly designed development. A key aspect of the plan is to encourage and integrate more housing opportunities within the precinct.
"More people adds vibrancy and activity to the area both during the working day and assisting the night time economy."
It also calls for wide footpaths and bicycle paths to discourage a reliance on cars from residents in the precinct.
The report recommends council put the plan on public exhibition.
