A meeting on Wednesday dictated all volunteer committee positions in the association had been elected contrary to the association's constitution.
The OBA must give 35 days' notice of a general meeting by mail. Members haven't been notified of AGMs for the last two years outside of Facebook posts, while minutes of meetings aren't available on the association's website.
OBA president Gerald Power said the executive had been made aware of the issues two weeks ago and had immediately looked to address them at Wednesday night's special meeting.
He said the association begun refreshing policies early in the year when committee members noticed the errors. He said the executive was committed to running the 2020 AGM as transparently as possible, and wanted as many people in attendance to address any issues head-on, with all positions set to be declared vacant.
"We're hell on high water hoping to make some wonderful changes and get an even keel ahead of the 2021 season," Mr Power said.
"We're not hiding from it, we want to make sure we're following the constitution and want everyone to have the chance to come down and vote on [executive positions] or if we need changes."
He said high turnover of volunteers had resulted in new members not having knowledge of the organisation and obligations in regards to their role.
"There are three of us left over from last year ... we want to make sure when someone new comes into the role there's a document setting out their obligations," Mr Power said.
"We're trying to recognise and acknowledge what went wrong and make sure as executives we're doing the right thing."
Notice of the AGM - which is slated for November - will be communicated to members in coming weeks.
