A proposal to re-zone an area at the Bloomfield Medical Centre on Forest Road to allow retail received some strongly-worded submissions from businesspeople concerned it would impact CBD trade.
Council staff have recommended the re-zoning be approved.
The council will also look at plans for the future of the Southern Feeder Road.
Stage four's environmental assessment report is up for approval.
Meanwhile a future stage, around the southern end of the Towac Park racecourse will also be discussed.
Meanwhile Cr Tony Mileto is calling for public information sessions to be introduced for key developments to allow people to get more information on council's 'significant' projects and initiatives.
