And preliminary work on the fourth stage could also start soon if an environmental report supporting the road's construction is passed by Orange City Council on Tuesday night.
The third stage will run from near the recently-opened bridge over the railway line near Jack Brabham Park to the Mitchell Highway on the east side of Orange.
Funding has been obtained for the work which is due to start before the end of the year.
Stage four runs from the southern end of Anson Street through the Shiralee area to end on Pinnacle Road near Towac Park racecourse.
A report to the council meeting said some funding for this stage was granted by the state government in the budget.
An environmental assessment into the road has cleared the way for the work to proceed. It has been on public exhibition and a staff report has recommended council approve it.
"Construction work is expected to take about 18 months to complete," the report said.
"Construction work for the road would not commence until funding is secured, however preliminary works such as the relocation of services and demolition works would commence relatively quickly once approval of the Review of Environmental Factors is obtained."
Initial work would involve vegetation removal and clearing and building demolition.
Stage four will be 2.6 kilometres long and involve creating new roads and upgrading Shiralee and Park roads.
