The sign has been an on-going issue for Orange City Council.
It is proposed the sign be placed at the junction of the Mitchell Highway and the Northern Distributor Road.
A motion by Cr Kevin Duffy to have the sign moved closer into town was knocked back by council on Tuesday night.
Councillors said the proposed site would see more visitors to Orange than a site closer to town.
Work is now set to begin on the project and should be finished by the end of the year.
POLICE CHECKS
Orange City Council will back moves to mandate all elected councillors having Children and Police Checks.
Cr Scott Munro said the checks should be a requirement for all council election candidates. He said councillors did come in contact with children at schools and other events.
"The check is so important that we have people that are credible all over the councils in NSW," he said.
However, other councillors said it should only apply to elected councillors. Cr Jeff Whitton said about seven councillors already had the approvals.
Cr Joanne McRae said it might stop people standing. "It presents an additional cost barrier to people who are intending to stand for election," she said.
Cr McRae said it was not clear what items on a police record would stop people being councillors or whether it would be made public.
Cr Glenn Taylor said if it was clear the check was required once a person was elected it would suffice.
The decision will go to the next Local Government Association NSW conference.
SPORTS GRANTS
The Orange District Cricket Association has won the largest share of $50,000 in sports grants from Orange City Council.
It will receive the full $15,000 requested for three 'Tow-a-Tarp' units to move wicket covers.
Other recipients were: Orange Mountain Bike Club ($11,000 re-developing pump track at Lake Canobolas Mountain Bike Park), PCYC Orange ($6034 equipment for Ninja Warrior course), Colour City Dragon Boat Club ($5000 storage shed), Orange City Rugby ($4066 projects), Orange Tigers AFL ($4000 player shelters), Orange District Basketball Association ($4000 automatic basketball ring adjusters) and Goldseekers Orienteering ($900 permanent course at Elephant Park/Moulder Park).
