Cr Taylor defeated Cr Tony Mileto by six votes to five votes after two other candidates, councillors Kevin Duffy and Scott Munro, were eliminated after the first two voting rounds.
Orange City Council also voted to oppose an application by a Sydney firm to run a show-like Orange Fun Fair event for up to 500 people at a time at the Orange Showground.
Councillors said the COVID-19 risks from an event that would have people from Sydney attend, were too high.
The organisers had proposed changing the date from later this month to late November but it was rejected by the council.
Council has also finally agreed to the demolition of an amenities block at Perry Oval.
It will be replaced by a smaller block on the eastern side of the ground.
