Charles Sturt University has lodged plans for the fit-out of its Clinical Education Learning Centre which will be based on Level One of the Bloomfield Medical Centre.

The DA lodged with Orange City Council reveals the work will cost $1.98 million.

It comes as the university this week defended its position on funding after questions from the Member for Calare and Regional Education minister Andrew Gee and the National Tertiary Education Union.

They have called for transparency in the university's funding program and the union has asked for clarification on why Vice-Chancellor Andrew Vann is not filling his role at present.

Acting Vice-Chancellor Professor John Germov said CSU had appointed global audit and advisory firm, KPMG, to undertake an "independent and external audit" for the university following Mr Gee's call. He said KMPG would report back to the university council.

And he said Professor Vann was on a six month sabbatical and leave that was agreed to before the coronavirus outbreak.

The DA to Orange council said setting up the learning centre at the Bloomfield site was a key part of the CSU/Western Sydney University's joint program in medicine which is due to open next February.

"It is being developed in parallel with the Rural Medical School currently under construction at the CSU Orange campus," it said.

"The Bloomfield Medical Centre comprises modern operating theatres, private hospital wards, a wide range of medical specialists, general practitioners and imaging and pathology services.

"In this environment the CELC will allow staff and students to collaborate with a wide range of partners in the health, medical education and research fields.

"The location of the CELC within the Orange Medical Centre allows collaboration between medical students and a range of medical and allied health disciplines for mutual benefits of medical education, research and experience."

The CELC will occupy 1177 square metres of space on Level One.

The proposed fit-out includes tutorial rooms, group study rooms, quiet rooms, a general learning room, health exchange spaces, a conference room and health work space as well as offices and reception and support areas.
