The land is adjacent to the next stage of the Southern Feeder Road to be developed which would provide passing trade for such a business.
Council is seeking public comment on changing the uses available to the site.
The extra uses being sought include highway service centres, take away food and drink premises, plant nurseries, rural supplies, office premises, business premises and community facilities.
There is no development application before council for the site.
However it has prepared a sample concept plan of how the site could be redeveloped into a service centre with food outlets.
The plan comes as an application for rezoning land beside a recently-approved site for a new truck stop on the Northern Distributor Road and Leeds Parade is also on exhibition for public comment.
The re-zoning would let more fast food outlets be built next to the site opposite Bunnings which will be home to an Oporto fast food takeaway, Coffee Time cafe and a Caltex service station.
The site at 185 Leeds Parade has a mix of two different zonings. The proposal seeks to increase the area of (SP3) Tourist Zone and reduce the area of (IN2) Light Industrial Zone.
The planning proposal includes a concept plan to illustrate the proposal.
It indicates there would be room for five fast food restaurants, all with drive through take away facilities to create a major fast food/service centre hub at the site.
There is also a proposal to create a hotel/motel complex in future stages of the site's development.
A poll of Central Western Daily readers last month found KFC was favoured by most people to open a store at the site.
KFC rated about 30 per cent of the vote followed by Nando's (22 per cent) and Oliver's (14 per cent).
Any future development of the site would need a DA.
